Dossier Celebrates Sound Transit Federal Way Link Line 1 Extension Launch

DECEMBER 6TH, 2025 WAS A VERY SPECIAL DAY FOR DOSSIER!

On December 6th, 2025, Dossier joined Sound Transit and many industry partners in celebrating the opening day of the long-anticipated Federal Way Link Line 1 extension!

The $3.1 billion project adds nearly eight miles of track, south of Angle Lake and SeaTac Airport, and features three new stations at Kent Des Moines, Star Lake, and Federal Way Downtown. South King County communities, that have waited more than a decade for light rail service to reach their neighborhoods, can now hop on light rail and ride north to Seattle, or even further north to Lynnwood, in approximately an hour! The cultural implications of providing safe, affordable access to public transit to historically underserved communities are infinite – this is a project with both immediate and lasting postive impact for the South Sound community.

Community and vendors filled the streets in front of Federal Way Station

What makes this milestone achievement even more significant to Dossier is that four members of our Document Control team worked on the Federal Way extension over the years: Karen Crnich, Teresa Roberts, Karla Butler, and Dana Wilk. Teresa and Karen have worked on the project the longest, from 2019 and 2020 respectively, and will continue to support it through closeout. From the start of the project up to its launch, they have processed close to 40,000 CREs (incoming correspondence) and 21,500 RECs (outgoing correspondence). In total, they’ve managed and organized more than 340,000 files in SharePoint prior to opening day, and the count will continue to grow until closeout! We are so very proud of their contributions to this groundbreaking project for the Puget Sound region!

One of the things that made this project so unique was that there was no distinction between the contractor, the client and the Resident Engineering team. They worked seamlessly together. This was Dossier’s first completed project… it was such a collaborative process, and our team had the privilege to experience that firsthand.

Dossier’s Owner and Principal, Karla Butler, worked on the Federal Way extension from 2023 to 2025. Reflecting on her project experience, she was moved to tears. “One of the things that made this project so unique was that there was no distinction between the contractor, the client and the Resident Engineering team. They worked seamlessly together. This was Dossier’s first completed project… it was such a collaborative process, and our team had the privilege to experience that firsthand.”

Federal Way Downtown Station

The Federal Way project also paves the way for the next important Link additions: extending Line 1 south to the Tacoma Dome and north to Everett. Environmental review and planning are already underway for both projects. Sound Transit’s Link Line 2, which will enable commuters to take the train from east to west, opened last spring (2024) between Bellevue and Redmond Technology Center, and was extended into downtown Redmond in May 2024. The next phase of Line 2 is expected to be up and running across Lake Washington in time for the World Cup in the summer of 2026. Together, these investments in critical infrastructure show an ongoing commitment to a more connected, multimodal transit network for the Puget Sound.

The Federal Way extension marks a huge change for the Puget Sound region since residents will have a more affordable and reliable option of commuting to the city of Seattle, whether it’s going to work, school, college or watching their favorite sport teams and music events. It will enable people who do not have the option of driving to have access to other areas while sitting comfortably in a train carriage. It is this reason that makes Dossier the most proud of this project, the ability to connect people from all walks of life to their desired destination easily and efficiently. It is what the French would call “une grande réussite”, a great success!
